Supply Policy

The standards every property and every impression on the Woven Audience Network is expected to meet. We keep them lean and transparency-forward, so good publishers can join quickly and advertisers can buy with confidence.

Last updated June 29, 2026 Version 1.0
This Supply Policy is incorporated by reference into the Woven Publisher Agreement. Capitalized terms used here have the meanings given in that agreement. By participating in the Network, you agree to follow this policy as it applies to every Property you make available.
01

Overview

Woven Audience Network ("Woven," "we") operates a programmatic monetization platform and marketplace that connects advertiser demand with publisher inventory. This policy sets the minimum requirements for participating. It is not exhaustive: individual demand partners may apply additional eligibility rules, and we may add requirements where a campaign or buyer calls for them.

We may update this policy from time to time by posting a revised version at this URL. We will give advance notice of material changes. Continued participation after a change takes effect means you accept the updated policy. If you ever have a question about whether something is allowed, ask us first at hello@wovenaudience.com.

02

Inventory authorization and supply-chain transparency

Transparency is how buyers trust where their money goes, and it is the single fastest way for a new publisher to be taken seriously. You are expected to keep the IAB Tech Lab authorization records below current and accurate.

ads.txt (web)

For each website Property, publish a valid ads.txt file at the root domain that includes the Woven authorization line exactly as we provide it (our ad system domain, your account ID, and the DIRECT or RESELLER designation). Keep the file reachable, not blocked by robots.txt, and at the root domain or no more than one redirect away.

app-ads.txt (apps)

For each app Property, publish an app-ads.txt file on the developer domain listed for the app in its app store, including the Woven authorization line as provided.

sellers.json and the SupplyChain object

Woven maintains a sellers.json file identifying the inventory we represent. You authorize us to list your seller entry accurately. You will not strip, alter, or falsify the OpenRTB SupplyChain object on any bid request originating from your inventory.

Accurate declaration

  • Declare your domains, apps, and placements accurately. No domain or app spoofing, and no misrepresenting the source, type, or location of inventory.
  • Make available only inventory you own or are authorized to monetize, including any third-party inventory you represent.
  • Use the inventory categories and identifiers we provide, and keep them up to date.
03

Content standards

We work from a clear brand-safety floor rather than long keyword blocklists. The goal is to keep advertisers out of genuinely harmful contexts without demonetizing lawful, valuable content, including news, opinion, and culture, which sit at the heart of what Woven publishers do.

Never eligible

Properties may not contain, promote, or provide access to:

  • illegal content, or content that infringes intellectual property or other rights;
  • child sexual abuse material, or any content that sexualizes minors;
  • pornographic or sexually explicit material;
  • content that incites, threatens, or glorifies violence, terrorism, or violent extremism;
  • hate speech or harassment targeting people based on a protected characteristic;
  • the sale of illegal weapons or explosives, or instructions for making them;
  • the sale of illegal drugs;
  • graphic violence or gore presented for shock value;
  • malware, piracy, hacking tools, or content designed to defraud or deceive users.
Restricted

The following are allowed when lawful, but advertiser demand and eligibility may be limited, and you should flag this content to us so we can route demand appropriately: alcohol, tobacco and vaping, gambling and betting, mature but non-explicit themes, prescription and health content, and significant user-generated content. UGC areas must be actively and reasonably moderated.

Expressly permitted

Lawful news, political, and opinion content is welcome on the Network. We do not treat reporting on difficult subjects as unsafe by default, and we will not demonetize quality journalism simply for covering hard news.

04

Inventory quality

Buyers pay for real audiences and real content. Your Properties should reflect that.

  • Offer substantive, original content with genuine value and evidence of an engaged audience.
  • No made-for-advertising properties, including sites or apps whose primary purpose is arbitraging traffic into ads, generating low-value pageviews, or maximizing ad impressions through thin, templated, scraped, syndicated, or AI-generated content with limited original value.
  • No parked, placeholder, or undeveloped domains.
  • Sites and apps must be functional, navigable, and clearly owned or controlled by you.
05

Ad experience and placement

Ad placements should align with the Better Ads Standards and basic good judgment. The test is simple: a reader should always be able to tell content from advertising, and ads should never get in the way of using the page.

  • Ads must be clearly distinguishable from content and must not be placed to encourage accidental clicks.
  • No pop-ups or pop-unders, no ads in email, and no ads that obscure content or block navigation.
  • No auto-redirects, and no full-screen or countdown interstitials that trap the user.
  • Maintain ad density within the applicable Better Ads Standards, including the desktop and mobile ad-density limits.
  • Sticky and anchor ads are fine within standard sizes, and should be dismissible where required.
  • No flashing, strobing, or disruptive auto-animating creative.

Video

In-content and outstream video is permitted in display and in-article placements. Video must default to sound off and may not auto-play with sound; sound starts only on a user action. This is standard practice today, and we do not prohibit video in display units.

06

Ad refresh

Refreshing ad slots is allowed, as long as it reflects real attention rather than manufactured impressions. You may refresh a slot only when:

  • the user takes an action or navigates to new content; or
  • the slot has been continuously viewable (for display, at least 50% in view) for a minimum of 30 seconds, unless otherwise approved in writing.

Do not refresh ads that are out of view, and do not use timed auto-refresh designed to inflate impression counts. Certain demand partners may require longer intervals or may disallow refresh entirely.

07

Traffic quality and invalid traffic

Traffic to your Properties must be genuine, human, and earned. The following are prohibited:

  • bots, automated tools, or other non-human traffic;
  • purchased, incentivized, or artificially sourced traffic;
  • impression or click fraud, or any attempt to artificially inflate metrics.

You will comply with IAB and MRC guidelines on invalid traffic. Woven may use independent verification and detection vendors to assess traffic. Consistent with the Publisher Agreement, we will not count or pay for invalid traffic, and we may reverse amounts already paid that are later found to be invalid.

08

Integration integrity

Woven typically integrates through tags and Prebid or Prebid Server adapters and similar infrastructure. The signals that move through that pipe have to be honest, because buyers price against them.

You may not modify, intercept, spoof, or manipulate Woven Tags, adapters, endpoints, bid requests, user signals, placement IDs, floor rules, auction logic, or reporting in a way that misrepresents inventory, users, consent, pricing, or performance.

09

Privacy and data

These requirements mirror the privacy and data provisions of the Publisher Agreement. Where the two ever differ, the Agreement controls.

  • Maintain a clear, compliant privacy policy on each Property and implement a compliant consent-management platform.
  • Obtain and honor all legally required consents and opt-outs, and pass to Woven all applicable consent, opt-out, restricted-processing, Global Privacy Control (GPC), US state privacy, Global Privacy Platform (GPP), and IAB Transparency and Consent Framework (TCF) signals.
  • Do not deploy Tags on child-directed content, or knowingly transmit data from or about children, without our prior written approval, and comply with COPPA and other children's privacy laws.
  • Do not send Woven directly identifying personal information, or any sensitive or otherwise regulated data, except as we authorize in writing.
10

Enforcement

We would rather fix a problem than end a partnership. Our response is proportionate to what we find. Depending on the severity, intent, and whether you have reasonable controls in place, we may:

  • flag the issue and give you a chance to correct it;
  • suspend or remove specific Properties or inventory from the Network;
  • withhold payment for inventory that violates this policy;
  • suspend or terminate participation for serious, repeated, or willful violations.

You are responsible for monitoring the inventory you make available and for responding promptly when we raise a concern.

11

Changes to this policy

We may revise this policy by posting an updated version here. Material changes will be communicated in advance. The version and date at the top of the page always reflect the current edition.
